History

The history of CAPITOL MANAGEMENT is closely tied to a Kazakh-based businessman of Georgian origin, Shalva Jakhutashvili. Although he established his business in Kazakhstan, he maintained strong connections with his homeland, which led to his first investment in Georgia in 2006.

 

Until 2014, investments in Georgia, in collaboration with local partners, were primarily focused on agriculture, food processing, real estate, and construction—sectors that were relatively predictable and carried lower risks. However, in 2012, challenges in the agricultural sector created the need for a unified managerial structure to oversee all assets and liabilities. To address this, an investment management company, CAPITOL MANAGEMENT, was established in 2014 to manage Georgian-Kazakh joint investments and projects.




One of CAPITOL MANAGEMENT’s priorities was to ensure stability by liquidating existing assets and reinvesting the financial resources in real estate. To execute this strategy, the company founded Simetria in 2015—a real estate development company that brought together various professionals. That same year, the team expanded its real estate portfolio and launched investment projects in the tourism sector. The company’s involvement in the tourism industry began in 2013 with the American hotel brand BWH Hotels (formerly Best Western). Following successful negotiations, Capitol HPS acquired official developer status for the BWH Hotels network in Georgia.

 

In 2016, CAPITOL MANAGEMENT partnered with Hotel Collection International, a Spanish company with experience in hotel management across Europe and the region. This company manages internationally renowned brands such as Hilton, Intercontinental, Accor, Sheraton & Marriott . Together, they established Hotel Collection International Georgia, which introduced global hotel standards and management principles to different regions of Georgia. This partnership was not only significant for CAPITOL MANAGEMENT but also for the development of Georgia’s tourism sector as a whole.

 


Today, CAPITOL MANAGEMENT oversees several mid-sized projects and companies, with a total investment budget exceeding $200 million as of 2024. These projects span across five regions of Georgia and involve four independent investors from Kazakhstan, creating direct employment opportunities for around 200 people.
