Capitol HPS is the official representative and developer of BWH Hotels in Georgia, offering international excellence in the hotel sector. The company brings together three renowned global hospitality brands: WorldHotels, Best Western Hotels & Resorts, and SureStay Hotels.
The History of Capitol HPS
The creation of Capitol HPS was preceded by Capitol Management’s decision to enter the hospitality industry. In the initial phase, the company conducted a detailed analysis to determine which brands were operating in Georgia and what types of hotels would be most suitable for development. Simultaneously, with the support of Cushman & Wakefield, a nationwide study was conducted to assess the market demand, prospects, and development potential within the tourism and hospitality sectors.
Due to a shortage of hotels in the regions at that time, Capitol Management devised a strategy aimed at fostering tourism development not only in Batumi and Tbilisi but also in other regions. One major challenge was that international brands operating in Georgia were reluctant to license their brand name to hotels with fewer than 100 rooms, and they invariably demanded the establishment of high standards—requirements that did not align with the investment volumes typical of Georgian projects.
In response to this challenge, Capitol Management initiated negotiations with the world-renowned BWH℠ Hotels network to secure representation for one of its brands. Given the rapid pace of economic development in Georgia, the company became particularly interested in Best Western’s tourism potential in the country. An agreement was eventually reached, and the first cooperation contract was signed, granting Best Western network representation in Georgia.
As a result of this partnership, the brand with a 70-year history—already present in over 100 countries worldwide with up to 4,700 hotels under the BWH℠ Hotels — made its debut in Georgia. With growing recognition and interest, Capitol Management decided in 2016 to establish a new subsidiary, Capitol Hps.
Capitol HPS Today
Alongside its role as the representative of BWH℠ Hotels, Capitol HPS offers consultancy and brokerage services to investors interested in the tourism sector. These services include hotel management, real estate transactions, as well as the design, construction, and equipping of various tourism infrastructure projects such as hotels, restaurants, bars, and more.
In addition, Capitol HPS’s primary objective in Georgia is to expand the network of brands joining the BWH Hotel Group. Thanks to successful operations, as of March 2024, there are already 8 hotels—6 completed and 2 under construction. The company has secured 6 locations across 4 regions of Georgia, 4 of which are resorts, with a total of 441 rooms.
Projects
• Best Western Tbilisi Art Hotel – This is the first contracted project in Georgia, located in Saburtalo District of Tbilisi. It joined the network in March 2014;
• Best Western Kutaisi – The first branded hotel in Kutaisi as well as in the entire Imereti region. The second contracted project in Georgia, Best Western Kutaisi, joined the chain in March 2017;
• Best Western Premier Batumi – The first hotel in Adjara and the third contracted project in Georgia, which joined the network in August 2018;
• Best Western Tbilisi City Centre – The first branded hotel in Tbilisi, located in Vake, and the fourth contracted project in Georgia, which joined the network in August 2018;
• Best Western Gudauri – The first branded hotel in Gudauri and the entire Mtskheta-Mtianeti region. Best Western Gudauri is the fifth contracted project in Georgia, having joined the network in December 2019.
• WordHotels Likani – The first branded hotel in the Samtskhe-Javakheti Region and the sixth contracted project in Georgia. Its construction is currently underway, and WordHotels Likani is expected to join the network in spring 2025.
• Best Western Plus Batumi – The second branded hotel in Adjara and the seventh contracted project in Georgia, which opened in April 2024.
• WordHotels Kobuleti – The third branded hotel in Adjara and the fifth contracted project in Georgia. WordHotels Kobuleti is under construction, with its inclusion in the network scheduled for spring 2028
