Hotel Collection International Georgia is a joint venture between Capitol Management and the global multi-brand hotel management company Hotel Collection International, headquartered in Spain. HCI manages more than 20 projects across Europe, representing world-renowned brands such as Hilton, IHG, Wyndham, Meliá, Best Western, and Accor.

 

The Story Behind the Establishment of Hotel Collection International Georgia
The foundation of Hotel Collection International Georgia stems from Capitol Management’s strategic interest in entering the hospitality sector. Prior to launching operations, the company conducted an in-depth analysis of existing hotel brands operating in Georgia, as well as the types of properties that had development potential within the country. At the same time, a nationwide study conducted by Cushman & Wakefield identified key trends in demand and potential for growth within Georgia’s tourism and hospitality industries.

 

Outside of Tbilisi and Batumi, there was a notable shortage of quality hotel infrastructure. In response, Capitol Management developed a strategy aimed at promoting regional tourism across the country. One of the key challenges was that major international hotel brands were reluctant to license their names to properties with fewer than 100 rooms. Moreover, they required the implementation of high international standards, which often made investment models incompatible with the Georgian market. To overcome this obstacle, Capitol Management began negotiations with BWH℠ Hotels, a globally recognized hotel group, to bring one of its brands to Georgia.


The partnership between Capitol Management and the international multi-brand Spanish hotel management company, Hotel Collection International was officially established in 2015 during a hospitality investment forum. Following an exchange of information about Georgia’s tourism potential, representatives from Hotel Collection International visited the country on a one-week exploratory trip. They assessed local landmarks, tourist destinations, and hotel facilities, enabling them to evaluate the Georgian market based on HCI’s global standards, which led to the signing of a partnership agreement with Capitol Management in 2016 and the establishment of a joint company, Hotel Collection International Georgia.

The core mission of Hotel Collection International Georgia is to assist hotel owners in selecting the right market positioning and delivering effective property management. The company’s portfolio includes both ongoing and completed projects in Tbilisi and across various regions of Georgia.

 

Projects Implemented and Ongoing with Investments Attracted by Capitol Management

• Best Western Kutaisi (2016-2023 - The project involved pre-opening preparations, technical consulting, and subsequent operational management);
• Four Points by Sheraton Bakuriani - Currently in the investor acquisition stage. Upon completion, hotel management will be undertaken by HCI Georgia;
• Holiday Inn Express Tbilisi Avlabari (2023–present): includes pre-opening preparation and operational consulting).

 

Independent Projects
• Holiday Inn Telavi (2018 -2023 , including pre-opening support and operational guidance);
• Georgia Palace Hotel (2018 - temporary, seasonal management);
• Trademark Collection by Wyndham Grigoleti (2022 temporary, seasonal management);
• Museum Hotel Orbeliani (2023 - present);
• Resort type boutique hotel, Kakheti (Pre-opening consulting and planned ongoing management).

 

HCI Operational Performance Highlights

Between 2017 and 2023, Hotel Collection International Georgia successfully managed Best Western Kutaisi, delivering strong results:
• Guest Satisfaction Index — 87.7%, with particularly high scores in service quality (87.9%) and cleanliness (87.7%);
• 2022-year statistics - ,359 rooms booked and 15,151 guests hosted;
• Since 2017, Best Western Kutaisi has received numerous local and international awards in the tourism sector;
• Winner of the Welcome to Georgia National Tourism Awards 2017, in the category Fastest Growing Company in the SME Segment, sponsored by Bank of Georgia;
• Finalist at the International Hospitality Awards 2019 in the category Best 4-Star Business Hotel;
• Finalist at the International Hospitality Awards 2020 in the category Best Small Town Hotel.


Holiday Inn Express Avlabari has shown remarkable performance since it began operations in March 2023. Key highlights from its management period include:
• 182% year-to-date revenue growth compared to 2023;
• 192% increase in RevPAR (Revenue per Available Room);
• Guest Satisfaction Index: 96.67 out of 100, with a perfect 100/100 score for cleanliness. Among 271 Holiday Inn Express hotels across Europe, the property currently ranks 7th in guest satisfaction. In 2023, it was awarded Best Hotel in Price-to-Quality Ratio at the National Tourism Awards of Georgia.

 

Active work is also underway on the performance of independent projects:
• Museum Hotel Orbeliani achieved strategic positioning among travel agencies in its first year of operations — a top priority for the project. Strong cooperation with tour groups led to stable occupancy, with further improvements noted in 2024. Both occupancy rate and average daily rate (ADR) have significantly increased;
• Revenue per available room (RevPAR) growth in 2024 compared to 2023 was 11%, which is 22% of total revenue;
• Results for May 2024 (the most active period): RevPAR growth — 32%, total revenue growth — 47.7%.

 

After a 3-year hiatus, HCI relaunched operations at the on-site restaurant “Sirajkhana”, introducing new operational standards, retraining staff, and optimizing the organizational structure, including human resources management
• Guest Satisfaction Index improved by 0.7%;
• Positive review volume improved by 4.5%.

Due to differing management approaches, partnerships on independent projects such as Telavi, Grigoleti, and Georgia Palace Hotel have concluded.

 

Way Forward
Hotel Collection International Georgia is preparing to open a 60-room boutique hotel in Kakheti, with the launch planned for 2025.
Simultaneously, negotiations are underway for several new regional projects across Georgia.
